The ballot is fully encrypted, ensuring that only the astronaut and the county clerk can access it. The clerk then processes the ballot in the same manner as a traditional mail-in ballot.

A Texas politician discovered that one of their astronauts had attempted to vote while on the Russian space station Mir but was unable to do so due to logistical issues. This prompted the politician to advocate for and ultimately lead to the inclusion of space voting in state law, making it legally permissible and practical.
